Free Audit on WhatsApp (opens in a new tab)Key takeaways
- Retargeting talks to people who already know you. Each audience gets its own window and a message that answers the doubt that stopped them.
- On Meta, an included custom audience is only a suggestion by default. Untick “Use as a suggestion” to keep retargeting strict. Exclusions are always strict.
- On Google, remarketing is now “your data”. Google’s main help page says a segment needs 100 active users in the last 30 days to serve, and full Customer Match targeting needs 90 days of history and over US$50,000 lifetime spend.
- Consent is part of the setup. India’s data protection law (the DPDP Act), WhatsApp’s opt-in rules and the telecom regulator TRAI’s call rules apply, and retargeting audiences cannot be aimed at under-18s.
- Measure lift, not just reported results. A holdout test shows what the ads actually added.
Retargeting in plain words
Retargeting means showing ads or messages to people who have already interacted with your business: they visited your website, watched a Reel, opened a lead form, chatted on WhatsApp or bought from you before.
Considered purchases rarely happen on the first visit. A family comparing 3 BHK projects in Pune, a parent shortlisting coaching institutes in Indore or a shopper pricing a sofa will look, leave and come back. Retargeting keeps you on that shortlist with a reason to return: a site-visit slot, a demo class, a delivery date.
The platforms use different names. Meta builds custom audiences from your website, app, customer lists and activity on Facebook and Instagram. Google calls remarketing “your data” segments (formerly remarketing lists), and uploaded customer lists are Customer Match. On both, retargeting is an audience setting inside ordinary campaigns, not a campaign type.
Audiences only fill after tracking is live
An audience can only include people your tags have recorded. Google can pre-fill a new website segment with the previous 30 days of tagged visitors; Meta’s own documentation disagrees on whether its new website audiences include earlier visits, so we never count on it. We install the Meta Pixel, the Conversions API and the Google tag first and create the audiences on day one; see Ads Setup & Tracking.
Who you can bring back
We sort people into rungs of intent: new people at the top of the funnel (TOFU), then the middle (MOFU) and the bottom (BOFU), and finally customers. The closer someone is to buying, the shorter their window and the more direct the message.
Starting windows we often use
- 30–90 days
- Warm: video viewers, Instagram and Page engagers. Show proof and the next part of the story.
- 30 days
- Interested: all site visitors (90–180 days for long sales cycles). Answer the main doubt with reviews and walkthroughs.
- 14–30 days
- Interested: pricing, product or project-page visitors. Answer that page’s question: price, payment plans or location.
- 3–14 days
- Hot: form openers who didn’t submit, cart abandoners and chats without a booking. Make the next step easy with a callback, payment options or delivery dates.
- 30–180 days
- Customers: buyers. Cross-sell, renewals and referrals, kept out of acquisition ads.
These are our starting points, not platform rules; Meta’s own help page uses non-converting visitors from the last 30 days as its example. We widen a window when an audience is too small and shorten it when frequency climbs.
Meta custom audiences
Meta builds custom audiences from your own sources (website, app, customer lists, offline activity, catalogue) and from activity on its apps. Campaign setup is covered in our Meta Ads guide; these are the sources we use most:
| Source | Look-back and who it collects |
|---|---|
| Website | Up to 180 days; purchase events up to 2 years All visitors, specific pages, top visitors by time spent, or people who fired events such as Lead or AddToCart |
| Instagram account | Up to 365 days People who followed or engaged with your professional account |
| Facebook Page | Up to 365 days People who engaged with your Page |
| Messaging | Up to 365 days People who messaged your Page or Instagram account, an option inside those two sources |
| Video | A rolling window you set Viewers at a depth you choose, such as at least 10 seconds, across up to 200 videos |
| Lead form | Shorter: Meta’s developer documentation lists 90 days People who opened your instant form, including those who did not submit |
| Customer list | Updates when you refresh the list Customers and enquirers you upload, hashed before matching |
| Offline activity | A window you set In-store purchases, calls or CRM outcomes sent to Meta through the Conversions API |

Three rules we follow on Meta
- Build audiences on day one. A new website audience may not include visits from before you create it, and audiences roll: someone who engaged 29 days ago leaves a 30-day audience tomorrow unless they engage again.
- Wait for size before you launch. Only Meta users count, people who opted out of online behavioural advertising are left out, and some iOS users are missing. Very small audiences may not deliver, so let a website audience fill before you rely on it.
- Handle customer lists with care. Data is hashed (SHA-256) before matching, Indian numbers should carry the 91 country code, and Meta’s terms say list data is deleted after matching, unless you opt into certain optional features. You need the rights and a lawful basis to use it; see Privacy, consent and ad policies below.
Keep Meta retargeting strict
If your retargeting ads reach people who never visited your site, this setting is usually why.
Meta applies Advantage+ audience, its automated targeting, automatically wherever it is available, and Sales, Leads and App promotion campaigns open in the Advantage+ setup. Its audience settings come in two kinds:
- Audience controls are hard limits: minimum age, custom audiences to exclude and languages. Locations are too, unless “Reach more people likely to respond to your ads” is ticked, and Meta may tick it by default when you choose a city or region.
- Audience suggestions guide delivery: age, gender, detailed targeting and custom audiences to include. Meta reaches people matching a suggestion “and other audiences when it’s likely to improve performance”.
So a “website visitors, 30 days” audience added the default way can reach people who never visited, and Meta itself says Advantage+ audience isn’t recommended for retargeting.
How we make it strict
- In the ad set’s audience section, choose Further limit the reach of your ads (Further limit your audience in Awareness, Traffic and Engagement campaigns).
- Include the retargeting audience and untick “Use as a suggestion”. Meta notes this may switch Advantage+ off for the audience; for retargeting, that is the point.
- Add exclusions, such as people who enquired or bought in the last 30 days.
- If the audience is too small, widen the window or merge warm audiences rather than ticking the box again.
Existing customers in Advantage+ sales campaigns
Meta has removed the old “existing customer budget cap”. The replacement is manual: exclude existing customers, or run one campaign budget with two ad sets, the first including existing customers as a control with an ad set spending limit and the second excluding them. Budget mechanics are covered in CBO vs ABO.

Google’s “your data” segments
Segments come from website visitors (through the Google tag) and app users, YouTube users once your channel is linked, people who used your Google lead forms, and uploaded customer lists.
Google’s main help page says a segment needs at least 100 active users in the last 30 days to serve on Search, Display or YouTube (customer lists last uploaded or refreshed before February 2024 still need 1,000 matched users).
A new website segment can be pre-filled with visitors from the previous 30 days if the Google tag was already on your site; otherwise it starts empty, and it can take 48 to 72 hours to fully populate. Membership lasts 30 days by default and up to 540 days.
| Campaign | What it does with your segments |
|---|---|
| Search | Usually added in Observation, which Google recommends for all Search campaigns: ads still reach everyone, and past visitors get bid adjustments (with manual cost-per-click bidding) or become signals for Smart Bidding, Google’s automated bidding. How we use it: stronger bids for returning visitors, plus an ad group set to Targeting that bids on broad keywords only for past buyers in a website purchase segment. |
| Demand Gen | Targets segments across YouTube, Discover, Gmail and the Google Display Network, and in beta on Maps; Display campaigns are moving into Demand Gen. How we use it: video and image follow-ups. |
| Video | Targets segments, including YouTube viewers, with frequency caps available. How we use it: reminders after a first video. |
| Performance Max | Audience signals only: ads may show outside them. How we use it: customer lists as signals, plus lifecycle goals. |

Customer Match: the eligibility catch
Customer Match lets Google reach your uploaded customers on Search, the Shopping tab, YouTube, Gmail and Display. Accounts need a good history of policy compliance and payments, and access comes in two tiers.
-
Observation and exclusions
See how known customers behave, and keep them out of campaigns meant for new customers.
-
Full targeting
Use lists in the Targeting setting and with manual bid adjustments.
For a business spending a few lakh rupees a year on Google, the full tier is far off, so we plan around exclusions and new-customer goals. Memberships expire after 540 days unless the list is refreshed.
Lifecycle goals
Google’s new customer acquisition goal can bid only for new customers, or bid higher for them, in Search, Performance Max, Shopping and Demand Gen. Its re-engagement goal in Performance Max targets lapsed customers supplied through Customer Match and needs a Purchase conversion goal. More in our Google Ads guide.
Dynamic retargeting with product feeds
Dynamic retargeting shows each person the items they looked at, pulled from a feed. It suits online stores and any business with many items to show. Many online stores run it on both platforms; here is what each one needs.
Meta
Ads with product media
Formerly Advantage+ catalog ads. Products are picked for each person from Pixel, app or on-platform signals.
- A product catalogue
- ViewContent, AddToCart and Purchase events with IDs that match the catalogue
- Sales, Traffic, Engagement, Leads or App promotion campaigns
Dynamic remarketing
Shows past visitors the products or services they viewed on your site or app.
- Merchant Center for retailers; a business data feed for others
- The dynamic remarketing tag with custom parameters on every page
- Demand Gen campaigns, into which Google is moving Display campaigns
A common fault is product IDs in the events that do not match the feed, so the right item cannot be shown. For buyers we build a separate cross-sell product set.
WhatsApp, CRM and voice follow-up
Ads bring people back, but the conversation after the click often decides the sale. In India, much of it happens on WhatsApp and the phone.
WhatsApp: opt-in first, relevance always
- Opt-in first. WhatsApp’s policy lets a business contact people only if they gave it their phone number or username and opted in to hear from it. The opt-in must name your business, and opt-outs, on or off WhatsApp, must be honoured.
- Templates outside the 24-hour window. A customer’s message or call opens a 24-hour customer service window for normal replies; outside it, only approved templates can be sent.
- Pay per delivered message. Pricing has been per message since July 2025, and from October 2026 service replies beyond 1,000 a month per number are charged too.
- Send what people read. WhatsApp may limit how many marketing templates a person receives from all businesses, based on factors including how often that person reads marketing messages.
- Click-to-WhatsApp ads open a free window. Reply within 24 hours to someone who messaged you from the ad, and that chat gets a free messaging window (Meta calls it a free entry point window).
CRM: the memory behind retargeting
A CRM gives every lead a stage and an owner, which turns follow-up into audiences. See our CRM, chatbots and AI agents service.
Capture every lead
Form fills, calls and WhatsApp chats land in one place, tagged with their source.
Give it a stage and an owner
New, in talks, booked, won or lost, with one person responsible for the next follow-up.
Turn stages into audiences
Exclude people already in talks from lead ads, and re-engage cold leads later.
Send outcomes back
Meta’s Conversions API and Google’s enhanced conversions for leads learn which leads became sales.
Chatbots may reply inside the 24-hour window, but WhatsApp requires a clear route to a human.
Voice broadcasting within TRAI rules
A voice broadcast is a recorded message delivered as a call, useful for short reminders such as an open-house weekend. It is the most tightly regulated channel on this page:
- Number series
- Promotional calls, including voice broadcasts, must come from 140-series numbers, after registering with a telecom operator under TRAI’s regulations.
- Who it reaches
- Only people who have not blocked that category in the Do Not Disturb (DND) registry on 1909, or who gave consent recorded through their operator.
- Auto-dialers
- Their use must be notified to the operator in advance.
- Mixed calls
- Promotion mixed into a service call makes the whole call promotional.
- After an opt-out
- Consent cannot be sought again for 90 days.
- Complaints
- Repeated complaints can get a sender barred.
The categories people can block on 1909:
- Banking, insurance and financial products
- Real estate
- Education
- Health
- Consumer goods and automobiles
- Communication, broadcasting, entertainment and IT
- Tourism and leisure
- Food and beverages
We run voice broadcasts only through a registered 140-series sender, only to contacts who agreed to hear from you and whom the DND rules allow, and we keep them short.
Industry sequences
Retargeting works best as a short sequence, each step answering the buyer’s next question on the channel they prefer. Four starting points:
Real estate: from walkthrough to site visit
A 2 and 3 BHK project in Wakad, Pune, ₹1.2 lakh a month
Prospecting, about ₹80,000: a walkthrough Reel to people within about 10 km of the site.
Warm, 30 days, about ₹25,000: viewers and project-page visitors see floor plans; on Google Search, past visitors sit in Observation.
Hot, 14 days, about ₹15,000: brochure-form openers who did not submit get a click-to-WhatsApp ad.
Enquired: excluded from lead ads. Opted-in leads get site-visit slots on WhatsApp. Before an open house, a voice reminder from a registered 140-series number goes only to leads who agreed to hear from the builder and who have not blocked real-estate calls on DND (or who gave consent through their operator).
Coaching: from course page to demo class
A JEE and NEET coaching institute in Indore, ₹60,000 a month
Audience rule: ads target parents, with the minimum age raised to 25 or higher and creative written for parents. No audience is built to reach students under 18.
Prospecting, about ₹42,000: a short video on how the test series works.
Warm, 30 days, about ₹12,000: course and fee-page visitors are invited to a free demo class.
Hot, 7 days, about ₹6,000: sign-ups who missed the demo see the next date, opted-in parents get a WhatsApp reminder, and enrolled families are excluded.
D2C (direct-to-consumer) store: from product view to repeat order
A home-décor brand shipping across India, ₹3 lakh a month
Prospecting, about ₹2.1 lakh: Advantage+ sales campaigns that exclude recent buyers, plus Google’s new customer goal in Performance Max.
Viewers, 14 days, about ₹50,000: Meta ads with product media and Google dynamic remarketing show the items viewed.
Cart abandoners, 7 days, about ₹25,000: the same items with delivery dates, returns and payment options such as UPI and cash on delivery.
Buyers, 60 days, about ₹15,000: a cross-sell product set, such as cushion covers for a new sofa.
Clinic: from search to booked consultation
A dermatology clinic in Bhopal, ₹40,000 a month
Search first, about ₹28,000: treatment and “dermatologist near me” searches with call assets and a linked Business Profile, since Google restricts personalised ads in health.
Meta, 30 days, about ₹12,000: all site visitors and Instagram engagers see service-led ads such as “Book a consultation with our dermatology team”.
Data hygiene: the Pixel stays off condition-specific pages (or their URLs and parameters name no condition), and no audiences or events are built on them, because Meta does not permit health information in Pixel data, URLs or parameters.
Booked patients: WhatsApp reminders for those who opted in, and exclusion from acquisition ads with an audience of people who submitted the booking form, never an uploaded patient list.

Frequency, exclusions and budget
Retargeting pools are small, so the same people see your ads often. Meta reports frequency as impressions divided by reach and notes that rising frequency with falling results can signal ad fatigue. Google allows frequency caps in Video campaigns and in Display campaigns not yet moved to Demand Gen, but not in Demand Gen itself, where audience size, budget and fresh creative do the job. We rotate creatives that answer different objections and replace them when results fall.
Use this list to audit your own account.
Check the exclusions and limits in your account
0 of 8 done
Splitting ₹1 lakh a month by stage
| Stage and who it reaches | Monthly |
|---|---|
Prospecting New people in your cities, broad or lookalike | ₹70,000 |
Warm and interested Viewers, engagers, and site and pricing-page visitors from the last 30 days | ₹18,000 |
Hot Form openers, cart abandoners and chats without a booking | ₹12,000 |
Retargeting spend is capped by audience size; when frequency climbs, the extra goes back to prospecting, which refills the pools. Ad spend is paid directly to Meta or Google, plus GST.
Privacy, consent and ad policies
General information, not legal advice
This summarises the rules as we understand them in October 2026. Take legal advice for decisions about your own data.
India’s DPDP Act and Rules
The Digital Personal Data Protection Act, 2023 is India’s data protection law. Its Rules were notified on 14 November 2025 with an 18-month phased compliance period, so most obligations apply by May 2027. We work to that standard now.
- Clear, specific consent. The Act requires consent that is free, specific, informed, unconditional and unambiguous, given by a clear affirmative action. People can withdraw it at any time, and the consent notice must be separate and easy to understand.
- Enquiries can be answered. Data someone gives you voluntarily can be used for that purpose unless they object; ad audiences and broadcasts are safer with separate consent.
- Children are off limits. A child’s data (under 18) needs verifiable parental consent, and the Act bars tracking, behavioural monitoring and targeted advertising directed at children.
Penalties go up to ₹250 crore. For customer lists, Google accepts only first-party data, requires your privacy policy to disclose sharing with third parties such as Google, and asks for consent where the law requires it; Meta’s terms require you to hold the rights to the data. The standard we set up: upload only people who were told their details may be used for advertising, and remove anyone who withdraws.
Sensitive categories and personal attributes
- Meta ads must not assert or imply personal attributes such as health, religion, age, financial vulnerability or sexual orientation. “Do you have diabetes?” is one of Meta’s own examples.
- Meta does not permit health or financial information in Pixel or Conversions API data, URLs or parameters, or audience and event rules based on it.
- Google restricts personalised ads in sensitive categories such as health, negative financial status, religious beliefs and sexual orientation; “your data” segments and Customer Match cannot be used to promote in them.
Not this
Copy about the viewer
- “Still struggling with acne?” implies a health condition
- “Rejected by your bank? We can help.” implies financial status
- “Over 40 and still renting?” implies age
Write this
Copy about your service
- “Book a consultation with our dermatology team”
- “Home loans with doorstep document pickup”
- “2 BHK homes near Hinjewadi IT Park”
Why audiences shrink, and the fix
Safari blocks third-party cookies and limits how long scripts keep their own, iPhone apps must ask before tracking, and Chrome kept third-party cookies under user choice in 2025. Browser-only audiences therefore miss people. Meta’s Conversions API sends events from your server or CRM, Google’s enhanced conversions add hashed first-party data, and Meta recommends running the Conversions API alongside the Pixel. See Ads Setup & Tracking.
Is retargeting adding sales?
Retargeting reports flatter themselves: the audience was already interested, and some would have bought anyway. The real question is how many extra sales the ads caused.
- Meta Conversion Lift randomly splits your audience into a test group that can see the ads and a holdout that cannot. Meta recommends the Conversions API as the data source, and advertisers who meet its criteria can run a self-serve test in Ads Manager.
- Google Conversion Lift runs by user or by geography and reports incremental conversions, incremental cost per acquisition and incremental return on ad spend (ROAS). Not every account is eligible.
Smaller accounts can run a rough geo test. We also treat view-through conversions with care: most Meta ad sets report on a 7-day click window plus short engage-through and view-through windows, so a sale can be credited to an ad someone only saw or briefly watched. We check each ad set’s attribution setting before trusting the numbers.
A two-city holdout for a furniture showroom
Retargeting pauses in Nashik for four weeks but keeps running in Pune, with prospecting unchanged. Enquiries rise 5% in Nashik and 18% in Pune. Had Pune grown like Nashik, its 400 enquiries would have reached about 420, not 472, so retargeting added roughly 50 enquiries, not the 90 that Ads Manager credits to it.
Questions we get asked
How long can you retarget someone who visited my website?
On Meta, website audiences look back up to 180 days, and purchase-event audiences up to 2 years. On Google, people stay in a “your data” segment for 30 days by default and up to 540 days. Hot audiences such as form openers get much shorter windows.
How many visitors do I need before retargeting works?
Google’s main help page says a segment needs 100 active users in the last 30 days before it can serve on Search, Display or YouTube. Meta publishes no hard minimum for website audiences, though very small ones may not deliver, and it recommends that a customer list includes at least 1,000 customers. Small businesses can combine website, video and Instagram audiences.
How much of my budget should go to retargeting?
Usually a minority of it. Retargeting pools are small, so spend is capped by audience size and frequency, and prospecting must keep refilling them. The right share depends on your traffic and sales cycle; the example split under “Frequency, exclusions and budget” shows one way to start.
Why do my retargeting ads reach people who never visited my site?
Usually because the custom audience was added as a suggestion under Advantage+ audience, which lets Meta go beyond it. In the ad set, choose Further limit the reach of your ads, include the audience there and untick “Use as a suggestion” to make it a strict control.
Can I upload my customers’ phone numbers for ads?
Yes, through Meta customer lists and Google Customer Match, if you collected the data yourself, told people it may be used this way and have consent where the law requires it. The data is hashed before matching, and Google limits full Customer Match targeting to accounts with 90 days of history and over US$50,000 lifetime spend.
Can I send WhatsApp offers to all my customers?
Only to customers who gave you their number (or WhatsApp username) and opted in to hear from your business, and opt-outs must be honoured. Each marketing message is charged on delivery, and WhatsApp may limit how many marketing messages a person receives from all businesses, so relevant offers to engaged customers beat blasts to everyone.
Is retargeting legal in India?
Yes, when it follows notice and consent rules. The DPDP Act 2023 and DPDP Rules 2025 require clear consent that can be withdrawn, with most obligations applying by May 2027, and bar targeted advertising directed at children. This is general information, not legal advice.
Can my ad mention why someone visited, such as a health problem?
No. Meta does not allow ads that assert or imply personal attributes such as health or financial status, and Google restricts personalised ads in sensitive categories such as health. We write about your service, not the person.
