Meta ads that bring enquiries, not just likes
How Facebook, Instagram and WhatsApp ads work in 2026, and how we set them up for Indian businesses, from the objective and city targeting to lead follow-up, creative and reporting.

Free Audit on WhatsApp (opens in a new tab)Key takeaways
- Choose the result, not the reach. For most local businesses that means Leads: a WhatsApp chat, an instant form or a call.
- Target where customers really are. Meta has no PIN-code targeting in India; use cities, regions or a radius of up to 80 km.
- Optimise for customers, not form fills. Track every lead’s outcome in a CRM (customer relationship management system). Once you reach the 200 leads a month Meta’s guidelines ask for, send those outcomes back through the Conversions API (a direct connection from your CRM or server to Meta) so Meta learns who buys.
- Creative does much of the targeting. A Reel’s first seconds decide who stops. Refresh it before frequency climbs.
- Feed each ad set enough data. Learning needs about 50 results a week per ad set, so small budgets run fewer ad sets.
Where Meta ads appear
One campaign can run across Facebook, Instagram, Messenger, WhatsApp, Threads and the Meta Audience Network of partner apps. Meta recommends Advantage+ placements, which put your budget wherever it is likely to perform best, and says adding placements does not increase the cost of your ad.
- Messenger
- Threads
| Group | What we note | Where the ad shows |
|---|---|---|
| Feeds | Usually the core of delivery. Meta recommends 4:5 creative on Facebook Feed. | Facebook and Instagram feeds, Marketplace, Explore, Threads |
| Stories, Status and Reels | Full-screen 9:16. Status ads are still rolling out country by country. | Facebook and Instagram Stories and Reels, Messenger Stories, WhatsApp Status |
| In-stream ads for reels | Mainly for reach. | Banner or video ads shown while people watch Facebook Reels |
| Search results | We leave it on unless results suffer. | Facebook, Marketplace and Instagram search |
| Apps and sites | We check lead quality here before keeping it on. | Audience Network partner apps |

Threads, WhatsApp Status and Messenger
Threads ads have been rolling out to all markets since January 2026, with delivery starting low. Meta adds Threads to campaigns automatically, but instant-form, messaging and call lead ads do not deliver there.
WhatsApp Status ads sit between Status updates, never inside chats, and Meta says personal messages stay end-to-end encrypted and are not used to show ads. Opting out of Instagram Stories also removes WhatsApp Status. Messenger appears as a placement only through Messenger Stories.
The six campaign objectives
The objective tells Meta which people to look for, so it matters most. Meta folded its old eleven objectives into six. Two more choices shape a campaign: the conversion location, where people act (website, instant form, WhatsApp, Messenger, Instagram or a call), and the performance goal, the result Meta optimises for.
| Objective | When we use it | Meta finds people likely to… |
|---|---|---|
| Awareness | Showroom launches, new branches, festive offers. Judge it on reach. | remember your ad |
| Traffic | Content and catalogues. Clicks are not enquiries. | visit your website, app or profile |
| Engagement | Video views and engagement that build retargeting audiences. | interact with your ad or Page, or message you |
| Leads | Clinics, coaching, real estate, B2B and local services. | share details through messages, calls or sign-ups |
| App promotion | When the app is the business. | install or use your app |
| Sales | Online stores and direct-to-consumer brands, tracked with the Meta Pixel (a code snippet on your website that reports visits and sales to Meta) and the Conversions API. | buy, or take steps such as adding to cart |

Two common setups show how the three choices fit together:
- Clinic that books on chat
- Leads · WhatsApp · Maximize number of conversations
- Institute that calls back
- Leads · instant form · Maximize number of leads
Tip
Delivery follows the performance goal, which you set at ad set level. A Leads campaign whose goal is link clicks or landing page views is optimised for clicks, not enquiries, so check the goal as well as the objective.
Campaigns, ad sets and ads
Every campaign has three levels, and each setting lives at one of them. Fix problems where they live: a weak opening is an ad problem, the wrong city an ad set problem, the wrong objective a campaign problem.
| Level | What you set here |
|---|---|
| Campaign | Objective and special ad category; budget and bid strategy with Advantage+ campaign budget |
| Ad set | Conversion location, performance goal, audience, locations, placements, schedule; budget with ad set budgets |
| Ad | Format, media, text, call to action, destination and tracking |

Meta says combining similar ad sets also combines their learning, so we prefer two well-fed ad sets to eight hungry ones. Our guide to campaign and ad set budgets (CBO vs ABO) shows how to size this. Each level also gets a readable name:
# Campaign: GOAL-Type_Market_Offer_YYYY-MM
LEADS-WhatsApp_Pune-Nagpur_FreeConsult_2026-10
# Ad set: Audience_Detail
Prospecting_Broad-Pune-20km
# Ad: Format_Hook_Version
Reel_DoctorAnswers_v2
Readable at a glance in any report filter or UTM tag (a link’s tracking label). The same pattern covers Google campaigns; see UTMs and naming conventions on our Ads Setup & Tracking page.
Advantage+: what we keep on, and where we take control
Advantage+ is Meta’s automation: it uses AI to choose audiences, placements, budget splits and creative versions in real time. Sales, Leads and App promotion campaigns now open in an end-to-end Advantage+ setup by default. Single features can still be switched on one at a time, and manual settings remain.
With budget, audience and placements all on Advantage+, a campaign runs as an Advantage+ sales campaign (formerly Advantage+ shopping), an Advantage+ leads campaign or an Advantage+ app campaign. We use the sales version for online stores with reliable purchase tracking, and the leads version once lead tracking and follow-up are in place. Meta says the leads version is not yet available to every account.
| Section | Usually switches off with | Stays on with |
|---|---|---|
| Budget | Several ad sets, each on its own budget | A campaign budget, with one or several ad sets |
| Audience | Turning suggestions into hard limits (unticking “Use as a suggestion”) | Suggestions, a minimum age raised up to 25, custom audience exclusions |
| Placements | Excluding a placement, or opting out of mobile or desktop | All placements left on |
Source: Meta Business Help Center, checked October 2026.
We keep Advantage+ on, with three exceptions:
- Retargeting. Meta does not recommend Advantage+ audience here, so we make the custom audience a hard control by unticking “Use as a suggestion”.
- Strict service areas. Locations are a hard control unless “Reach more people likely to respond to your ads” is ticked, which can happen by default when you pick a city or region. For a business serving one area, we untick it.
- Creative enhancements. Some are on by default, and the list includes generated text, music and visual touch-ups, so we review each one. Advantage+ video subtitles work only for English voiceovers on Instagram Reels, and Ads Manager’s automatic captions are English-only, so Hindi and regional-language videos get captions burned in during the edit or uploaded as a caption file.
Ads Manager also shows an opportunity score from 0 to 100, which rises as you apply Meta’s recommendations. Meta says the score does not reflect performance, so we judge each recommendation on its merits.
Audiences and location targeting in India
Targeting has shifted from picking interests to giving Meta good signals. Three kinds of audience matter:
- Broad, with Advantage+ audience. You set the hard limits (location, minimum age, language, exclusions). Age, gender, interests and custom audiences act as suggestions Meta may go beyond.
- Custom audiences. People who know you: website visitors, Page and Instagram engagers, video viewers, form openers and customer lists. Meta hashes customer lists before matching, and they must not include or be based on health, financial or other sensitive information.
- Lookalikes. People similar to a source of at least 100, such as past customers; Meta recommends 1,000 to 5,000.
Meta began removing detailed targeting exclusions from Ads Manager on 31 March 2025, but custom audience exclusions still work, so we exclude existing customers and recent leads with custom audiences.
City, region or radius, never PIN code
India is not on Meta’s list of countries with postal-code targeting. Choose a state or region, up to 250 cities in one ad set, or a radius: 17–80 km around a city or 1–80 km around an address or pin. Meta reaches people who live in or recently visited the area, and says complete accuracy is not guaranteed.
A dental clinic in Indore
A 6 km radius around the clinic, since most patients come from nearby colonies, with “Reach more people” unticked. People who already enquired are excluded with an engagement custom audience, such as everyone who submitted the instant form. We never upload patient lists, because Meta does not allow customer lists based on health information.
With a budget large enough for two ad sets (see the sizing formula under Budgets), a second ad set promotes implants, which people travel further for, across 20 km around the city.
Lead formats and follow-up
Under Leads, you choose where the enquiry happens: an instant form, a WhatsApp chat, your website or a phone call. Each format trades volume against intent; pick the one your team can follow up fastest.
How we raise lead quality
- A Higher intent form when volume is fine but intent is weak.
- One or two qualifying questions. Conditional logic can screen out poor fits, whose answers Meta does not deliver as leads, though cost per lead (CPL) may rise.
- One-time password (OTP) phone verification where fake numbers are common.
- Lead stages from your CRM sent back to Meta, with the “Maximize number of qualified leads” goal. Since April 2026 for new campaigns, and since August 2026 for existing ones, this goal needs a Conversions API (CAPI) integration, and Meta’s fit guidelines for the setup ask for at least 200 instant-form leads a month.
A Bhopal coaching institute: instant form vs WhatsApp
| One month | Form | Chat |
|---|---|---|
| Cost per enquiry | ₹150 | ₹240 |
| Qualified | 20% | 45% |
| Cost per qualified lead | ₹750 | ₹533 |
In this example the cheaper enquiry turns out to be the more expensive qualified lead, which is why we compare formats on cost per qualified lead.
Creative that holds attention
With broad audiences, creative does much of the targeting, so we plan it for each placement and each stage of the funnel.
- Reels and Stories
- 9:16 · 1080 × 1920 px
- WhatsApp Status
- 9:16 vertical, the same asset as Stories
- Facebook Feed
- 4:5 vertical
- Instagram feed
- 1:1 or 4:5
- Carousel
- 2 to 10 cards, usually square
- Open with the payoff. Show the result, the place or the person in the first three seconds, not the logo.
- Shoot like a creator. Phone-shot videos of real staff and real customers, with their permission, look native in feeds and are quick to refresh. For bigger shoots, see our Corporate & Influencer Videos service.
- Speak your customer’s language. Hindi, Marathi or English by city, always captioned. Meta’s AI text translations go from English to Hindi but not Marathi and can’t be edited, so preview every translated version and have Marathi copy written by a fluent writer.
- Test concepts, not colours. Three to five genuinely different ideas per ad set. For a clean comparison, Meta’s A/B test splits people into random, non-overlapping groups.
- Let the catalogue build ads. Online stores can run ads with product media (formerly Advantage+ catalog ads), which pick products from your catalogue for each person; more under retargeting.
- Watch frequency. Frequency is impressions divided by reach. When it rises while results fall, Meta says the audience may be tiring of the ad; we refresh the hook before costs climb.
Budgets and bidding
Budget settings decide how fast Meta can learn; the detail is in our CBO vs ABO guide.
Source: Meta Business Help Center, checked October 2026.
- Three budget strategies. Advantage+ campaign budget (formerly campaign budget optimisation, or CBO) moves one budget between ad sets in real time; ad set budgets (often called ABO) give each ad set its own budget; budget sharing sits between them. Sales, Leads and App promotion campaigns start with campaign budget on.
- Learning resets. Big budget jumps, new ads and targeting changes can restart learning. Meta publishes no safe percentage; the familiar “20% rule” is practitioner guidance, not a Meta rule.
- Bid strategies. Start on highest volume, or highest value if you track purchase values. Move to a cost per result goal or a return on ad spend (ROAS) goal once data is steady; Meta suggests 50–100 or more conversions a week. Bid cap is for advanced advertisers.
- Peaks and caps. Budget scheduling raises a daily budget for set “high demand periods”, such as Diwali, then reverts automatically. A lifetime budget, unlike a daily one, is a hard cap.
₹30,000 a month for a clinic
That is about ₹1,000 a day, or ₹7,000 a week. If a lead costs around ₹250, Meta’s sizing formula, weekly budget ÷ (cost per result × 50), gives ₹7,000 ÷ ₹12,500 = 0.56, so the budget cannot feed even one ad set to 50 leads a week.
We run one campaign with one broad ad set and three to five creatives on highest volume, and expect “Learning limited”, Meta’s label for an ad set unlikely to reach about 50 results a week, which Meta says is not a penalty. Spend may reach ₹1,750 on a strong day but never more than ₹7,000 in a Sunday-to-Saturday week.
Tracking and account setup
Meta can only optimise for what it sees, so every enquiry and sale must reach it before you spend; the full checklist is on our Ads Setup & Tracking page.
Pixel and dataset
The Meta Pixel appears in Events Manager, Meta’s tracking dashboard, as a dataset, which can also hold app, offline and messaging events.
Conversions API alongside it
Your server or CRM sends the same events. Meta recommends running both, and removes duplicates that share an event name and event ID within 48 hours.
The right events
Lead, Contact, Schedule or SubmitApplication for lead businesses; Purchase, with value and currency, for online stores.
Match quality
Event Match Quality scores server events from 0 to 10. More customer details, hashed and collected with consent, raise it.
Two older steps are no longer needed: Meta’s old limit of eight tracked web events (the Aggregated Event Measurement setup), and domain verification for setting up events. Verification still controls who can edit your link previews.
Setup rules that matter in India
- Currency and time zone are fixed when the ad account is created. The default is US Pacific time and changing it closes the account, so pick INR and India time on day one.
- An ad account created in a business portfolio (formerly Business Manager) stays there for good, so you create it in your own portfolio (we walk you through it) and then give our portfolio partner access to it.
- Meta bills Indian ad accounts in rupees through its Indian company, with GST and TDS (tax deducted at source). A GST number (GSTIN) is optional but needed to claim input tax credit, and if you deduct TDS, Meta returns it as ad credit once you send the TDS certificate.
Leads arriving but not converting?
We connect forms and WhatsApp chats to one CRM with owners and reminders, then send outcomes back to Meta. See our CRM service.
Retargeting in brief
Most people do not enquire the first time. Retargeting reaches those who already engaged: website visitors, Facebook and Instagram engagers, video viewers, form openers who did not submit, and customer lists. How far back an audience can look depends on its source:
- Website visitors and most Pixel events
- Up to 180 days
- Website purchase events
- Up to 2 years
- Facebook Page and Instagram engagers
- Up to 365 days
A new website audience may not include visits from before you create it, so we build website audiences before launch and set them as hard controls rather than suggestions. For catalogues, ads with product media show each person the most relevant products from your catalogue, such as ones they viewed. More in our retargeting playbook.
Policies and account health
A rejected ad or restricted account costs more than a weak campaign, and three rules cause most of the trouble.
Special ad categories
Every campaign must declare whether it covers financial products and services, employment, housing, or social issues, elections or politics. The extra audience limits for the first three apply to advertisers in or reaching the US, and to ads reaching Canada and certain European countries. So an India-only builder or NBFC (non-banking financial company) usually keeps normal audience options; we check each campaign.
Advertisers running securities and investment ads in India must also be verified by Meta, usually with their registration at the Securities and Exchange Board of India (SEBI), before those ads can run. Meta’s rule against discriminatory targeting applies everywhere, and political ads need identity confirmation and a “Paid for by” disclaimer.
Personal attributes
Meta does not allow ads that assert or imply personal attributes of the viewer, such as physical or mental health, vulnerable financial status, religion, age or sexual orientation. Questions count too.
Meta’s examples that break the rule
About the viewer
- “Have you been diagnosed with cancer? Come to our clinic for treatment.”
- “Do you have diabetes?”
- “Are you bankrupt? Check out our services.”
Safer wording
About your service
- “Cancer care in Indore, with oncologists on site. Book a consultation.”
- “Diabetes check-ups every Sunday at our Pune clinic.”
- “Debt counselling with clear, upfront fees.”
Watch out
Do not aim ads or lead forms at under-18s. Meta restricts targeting for teen audiences, and India’s Digital Personal Data Protection Act, 2023 (PDF, opens in a new tab) bars tracking, behavioural monitoring and targeted advertising directed at children (under 18). That duty applies from May 2027, when the Act’s 18-month phased roll-out ends, so we plan campaigns for it now. Coaching institutes should address parents.
Account security
Meta may require two-factor authentication to publish ads. If an account is restricted, request a review in Business Support Home, Meta’s page for account status and appeals. Meta says reviews typically take about 48 hours, attempts are limited and ads do not restart by themselves.

Metrics and attribution
Ads Manager has hundreds of columns. We report these, using Meta’s definitions where they exist.
- CPM
- Cost per 1,000 impressions: amount spent ÷ impressions × 1,000. Worth watching, wrong to optimise for.
- CTR (link)
- Click-through rate: link clicks ÷ impressions.
- CPC (link)
- Cost per link click: amount spent ÷ link clicks.
- Cost per result
- Amount spent ÷ results, such as leads or chats; for lead campaigns, your CPL. It may include modelled results.
- Cost per qualified lead
- Spend ÷ leads your team marks as qualified in your CRM. The number we manage to.
- ROAS
- Return on ad spend: purchase conversion value ÷ amount spent.
- Frequency
- Impressions ÷ reach: how often, on average, each person saw the ad.
- Hook rate Industry term
- 3-second video plays ÷ impressions. Not a Meta metric, but a quick read on whether the opening works.
Meta credits the last ad a person clicked or engaged with (otherwise the last one viewed) and reports results on the day the ad was shown. The default window for new ad sets is 7 days after a click or 1 day after a view, and video ads can add a 1-day engage-through window. Since March 2026, click-through for website conversions counts link clicks only; other interactions, such as a 5-second video play, count under engage-through attribution. So Ads Manager, Google Analytics and your CRM never match exactly; we judge results on your CRM.
What the Meta Business Partner badge means
Meta Business Partners are companies Meta recognises for, in its words, “a unique ability to help businesses grow”. Meta decides who qualifies: eligibility varies by solution type and typically combines the quantity and quality of a company’s work across Meta technologies. Benefits depend on the programme tier and can include tools, training, support and recognition such as the badge; see Meta’s Business Partners page (opens in a new tab).
Three things are often confused with it:
- Business verification confirms that a business is real, using official documents. It gives no badge.
- Meta Verified for businesses is a paid subscription with a verified badge, enhanced support and impersonation protection.
- Meta certifications are exams for individuals, such as Media Buying Professional, taken through Pearson VUE.
Whoever you hire, check what a badge cannot show: your ad account and data sit in your own portfolio, tracking records real enquiries, and every lead gets a follow-up.
Questions we get asked
Which Meta campaign objective should a local business use to get enquiries?
Usually Leads, which Meta describes as collecting leads through messages, phone calls or sign-ups: instant forms, click-to-WhatsApp, calls and website forms. We pick the format by how your team follows up.
Can Meta ads target a PIN code in India?
No. India is not on Meta’s list of countries with postal-code targeting. We use cities or regions, or a radius of 1 to 80 km around your address (17 to 80 km around a city).
Do I need a website to run Meta ads?
Not strictly: instant forms and click-to-WhatsApp ads keep people inside Meta’s apps. But forms must link to a privacy policy, a tracked website gives Meta better signals, and business verification can fail if your site does not load or lacks HTTPS.
Should I boost posts or use Ads Manager?
Boosting promotes an existing post quickly, with fewer objectives and targeting options. Ads Manager adds objectives such as Leads and Sales, more placements and full reporting. And if you add funds in the Facebook or Instagram iPhone app, Meta notes that Apple keeps a service fee, so top up from a browser instead.
How long before Meta ads start working?
Ad review typically takes up to 24 hours. Each ad set then learns until about 50 results in the week after its last significant edit, with less stable costs meanwhile. Judge a new setup over weeks, not days.
How much should I spend on Meta ads?
Meta publishes no single rupee minimum; it varies with currency, objective and settings, and Ads Manager warns you when a budget is too low. A better test is Meta’s sizing formula: weekly budget ÷ (cost per result × 50) is the most ad sets you can support. Your ad budget goes directly to Meta, with GST; our fee depends on scope.
Who owns the ad account if I hire an agency?
You should. The ad account, Page, dataset and WhatsApp number belong in your business portfolio, with the agency on partner access. An ad account created in a portfolio stays there permanently.
